Summary
Non-governmental organizations (NGOs) are generally non-profit-making associations of ASEAN persons, natural or juridical, organized to promote, strengthen and realize the aims and objectives of ASEAN co-operation specifically in the social, cultural, economic and scientific fields. However, other groupings or associations which perform functions and activities that are governmental or quasi-governmental in nature, such as those of the legislature and judiciary, but are not part of the formal structure of ASEAN, can apply for a special relationship with ASEAN through the ASEAN Secretariat. Normally, NGOs establish working links with ASEAN Committees or other ASEAN bodies through the ASEAN Secretariat. Applications for ASEAN affiliation are considered by the ASEAN Standing Committee upon the recommendation of the ASEAN Secretariat.
The main objectives of ASEAN affiliation are to draw the NGOs into the mainstream of ASEAN activities so that they are kept informed of major policies, directives and decisions of ASEAN and are given the opportunity and the privilege of participating in ASEAN activities. Furthermore, affiliation is intended to ensure interaction between the existing ASEAN bodies and the NGOs. The privileges of ASEAN affiliation include the permission to use the name “ASEAN” and to display the official ASEAN emblem in correspondence and other forms of communication at its official meetings and to have access to ASEAN documents on a selective basis for research purposes. Affiliated NGOs may also be allowed the use of facilities of the ASEAN Secretariat for their official meetings in Jakarta.
ASEAN-CCI
(affiliated since 5 December 1981)
The most important ASEAN NGO is the ASEAN Chambers of Commerce and Industry (ASEAN-CCI). Over the years it has assumed a semi-official status, operating between the ASEAN Committees and the various private sector groups in the ASEAN countries. The national bodies comprising the ASEAN-CCI are the

This handbook provides basic information on the Association of Southeast Asian Nations (ASEAN), its organization and the various co-operation activities associated with it. The emphasis here is on economic co-operation. Although such information is available in many forms, it is mostly scattered in official documents and various literature on ASEAN. There is, thus, a need to provide the basic information in a handy volume, and this handbook fills that need.

Summary
Economic relations between the countries of the Association of Southeast Asian Nations (ASEAN) and the countries of the European Community (EC) have a long history as well as great future potential. Merchant adventurers, colonialists, traders, and foreign investors from Europe have in the last two centuries brought about a continuous exchange of goods, interests and ideas with Southeast Asia. In more recent times, mutual co-operation among the Southeast Asian countries of Indonesia, Malaysia, Philippines, Singapore and Thailand on the one hand and the European countries of Belgium, Denmark, France, Federal Republic of Germany, Ireland, Italy, Luxembourg, Netherlands, and the U.K. on the other have led to the creation of two economic groupings, ASEAN and the EC, dedicated to the idea of mutual benefits through trade. The EC is ASEAN's third most important trading partner, and, although the proportion of ASEAN's trade with the EC is declining slightly, the exchange of goods and services between the two groupings is still increasing rapidly both in terms of volume and value. ASEAN is important for EC investors as the fastest growing area of the Pacific rim. The political stability that has emerged in ASEAN is an important factor contributing to this attraction as well as an important reason why ASEAN as a grouping can expect to achieve more at the economic bargaining table than may be commensurate with the relatively low importance of ASEAN trade for the EC.
Although trade is likely to be beneficial for both sides it does not always develop automatically according to comparative advantage or investment potential. Lack of knowledge about available opportunities, methods of operation and styles of negotiation are frequent causes of missed chances. Dissemination of information, exchange of views and ideas and the analysis of potential opportunities are therefore important factors for trade expansion and consequent welfare increases. It is for this reason that research and academic exchange and co-operation have an important role to play.
